Will a Patriot 16GB(2x8GB) Viper III DDR3 1600MHz CL9 work well with a Intel i5 4590?

Should work fine, that does sound like marketing BS. I am also certain that means chipsets.

I saw on amazon for the Patriot Viper it said: "WITH SPECIFIC OPTIMIZATION FOR INTEL 6,7,8 SERIES". Since the CPU isn't a 6-8 series, Will it still work well with this CPU?

It has to because Intel 6000 and above CPU's use DDR4 RAM (aside from a couple of very weird motherboards in the Skylake days which had slots for both DDR3 and DDR4). 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.
