At a loss with system crashes, is this a defective GPU (3080)?

So here's the deal. I am have a brand new rig, all fresh hardware, and I've been having bizarre crashing issues. My monitors will flicker, then the computer will freeze up, and eventually I'm forced to turn it off and back on using the power switch. During these crashes, the fans generally keep going, and sometimes the keyboard/mouse will remain powered on, other times the mouse/keyboard also lose power. When I look in the event viewer after the fact, there is nothing there except for a kernel power error indicating that the PC was forced to shut down due to power loss. I have very little to go on.

These crashes typically happen when I'm running something taxing on the system. The fastest way I've been able to cause a failure is by running CyberPunk and streaming it to a friend on Discord. These crashes aren't purely limited to intensive gaming though, I've had the system crash while doing relatively light work, or even just while I'm on the desktop and haven't started up a single application, however it is definitely most common when gaming.

The other strange thing is that sometimes I can get the system running for a few hours, and then suddenly it will crash. If I try to reboot and start up the same game I was playing when it crashed, it will crash again almost immediately. If I let it sit over night and try again, often I can get a few more hours out of it until it crashes.

I've been monitoring my temperatures and even right up until the moment before a crash occurs, nothing is overheating. The hottest my GPU has gotten is around 61 degrees, and my CPU is usually around the same temp, sometimes reaching 65. Overall nothing to be worried about.

I have made sure all drivers and updates are current, I've tried rolling back to older versions of the NVIDIA drivers, I have tried lowering my RAM speed in my BIOS, and I've also made sure to disconnect all hardware aside from my mouse/keyboard to ensure it wasn't some other type of weird hardware issue. I've even reinstalled windows from scratch.

When I remove the GPU and run the system using just the motherboard's output  to a monitor the crashes stop. Obviously it can't run games very well if at all, but it simply chugs along and doesn't crash the system. I've tried swapping the motherboard, the PSU, and have greatly increased the cooling in the system. Nothing seems to solve the problem. At this point I'm concerned that I have a dead GPU or that something else is wrong. Is it possible that a 750W PSU is not enough to run the system? I'm sincerely at a loss. any help or recommendations you can offer would be greatly appreciated.

do you have a better power supply you can try? i would not use a rm750 for a 3080, even more so when paired with a 10900k.Not saying it's definitely the problem, but very likely. The load spikes with a 10900k+3080 is quite insane

You can try downclocking your cpu to something like 1.1v 4.0ghz just to lower the power draw of the cpu, then max out the gpu and see if it still crashes (it still might), but if it doesn't then it's the psu.
