Try setting the start command (in the Minecraft launcher) to 8GB of RAM.

Yep - Java MC is heavily CPU dependent.

I downclocked my GPU from 4 GHz to 3.4 GHz (trying to avoid chip degradation) and instead of achieving 80 FPS easy, it's now a struggle to get 60.

What motherboard do you have?

I have dual Xeon Ivy Bridge CPUs in my workstation, and get like 80FPS with some pretty heavy shaders.

NOTE: I no longer frequent this site. If you really need help, PM/DM me and my e.mail will alert me.

Update your drivers, make sure your RAM is in XMP and dual channel, install optfine, and allocate more ram

Check the Windows power plan settings, make sure it's not on power saver mode.
