Looking for smallest 4k60 GPU for a media server

Im doing some research for my media server and havent found what im looking for so I figured id come and see if anyone here has a recommendation. 

Im looking for a very small 4k60 capable GPU with no external power needed. I dont need alot of power from the GPU its doing 0 gaming. It just needs to be able to run a TV from it for movies and what not.

Use a igpu? The intel and amd igpus can both drive 4k60 no problem.

An iGPU can do 4k 60.

3900x doesnt have integrated graphics. I know it sounds weird that id be using that for a media server. But its for a reason lol.

Then look for a cheap 1050ti on craigslist or something cheap like that
