Locked at 60hz

So I have a Toshiba tv from a while back 120hz native 1080p, but it's locked via windows at 60hz. Currently using HDMI port on RX480 8GB. Any idea why it won't allow 120hz? (Does have frame interpolation to go to 240 effective refresh rate optional)

Windows settings -> System -> Display Settings -> Advanced Display Settings -> FPS ?

It doesn't have drivers besides the PnP windows so I guess it's stuck at 60hz. I can choose variations of 576p that allow for 75hz but none of those are high def. I'd love to get even just the native refresh rate. It recognises it as TSB-TV which is toshiba tv...... I do have the clearscan™ setting on for the TV's OSD settings.... My thought is maybe the TV's HDMI port doesn't support 120hz? I got to the "listed valid modes" and the best is 1920x1080p true color (32 bit) 60hz. Which is curious as the product page says the native ref rate is 120
