PSU & Mainboard not working together, but both are fine!

Ok, so a friend of mine has a weird problem and I hope you guys can help.

He has 3 different mainboards and 2 PSUs. Every combination works, except for the one he wants to do. Since both units work with others, to me that means that they can't be broken. The mainboards (MSI B450m) has debugging LEDs but they don't really make sense as DRAM, BOT, VGA are lightning up. In the picture you can see the testing combination. 

I really hope anyone here has an idea, I'm clueless right now -.-
