Linus talks about taking hard drives out of his server and it won't effect any data

I would like to build a nas and I hear in Linus videos about taking how ever many hard drives out and it won't effect it. How does that work, how would the he know which hard drives to take out or does the he tell the system to move data to another drive?

I think he was referring to RAID (Redundant Array of Inexpensive Disks) it's a form of disk management/control where data is written across multiple physical disks. This can be for both performance and/or redundancy purposes.

Linus often uses ZFS on his servers and that comes with it's own RAID variants. Use Unraid, Proxmox or FreeNAS for your NAS build.
