Depends where you live and what kind of deal you can find.
Used parts have no set price. It's what the market decides they're worth.

I don't know, you'll have to see what's available for you. That's still a very small budget for a 1070, especially right now with everything that's going on. GPUs have been in very short supply lately, even on the used market.

I found rx 570 4gb for 100 euros, and i saw that with 1070 i will got 30+ more fps than on rx 570 but idk what is the lowest price for 1070...

Again, there's no real way for us to know what the lowest price is. The RX 570 4GB isn't a bad card, and that price doesn't sound too bad.

I don't live in Europe, but I can safely say that no, you won't. IIRC, they weren't even going for that little before the world caught fire and no one could find a GPU at a sensible price.

Aerocool DS are the best fans you've never tried.

No it is not the same, 2080 ti is one of the most powerful GPUs, and 500$ is too low for it, i found that in my country they selling 1070 for like 130-150 euros that is why i asked can i get it for 100-115 euros, because i saw these prices...

What do you want to use your GPU for? What kind of games are you planning to play and on what preset? Maybe you could go for cheaper, low-end cards that also do the job instead of going for a higher end, more expensive one. Besides, the GPU market is in chaos anyway right now.

The age of your computer has no influence on whether or not you should finance computer parts. Also, why would you be putting a GPU like a 570 or 1070 in a 14 year old machine anyway? That makes no sense.

Want to play Destiny 2, Apex Legends, CS:GO, GTA 5, ARK, everything on Medium or High, and i found this specs for 550$ with maybe gtx 1070 if i find it for less than 150 euros:

Ryzen 5 1600 AF 110euros

SeaSonic S12II 520w for 50 euros

B450M-HDV R4.0 for 65 euros

8GB Ram 3200MHz DDR4 44 euros

You could take a look at a RX580 or 1660 Super if you manage to find them. Even then, if you plan to really play on Medium or High, a 570 should also be sufficient (if you plan to reach 60FPS). Don't quote me on the prices though: all of them are massively inflated right now.
