Is my intel i7 6700k cpu preventing high frames?

this is my first time publishing a form and being on this website so sorry if i don’t make any sense but i seen another form on this topic but didn’t answer my question. Right now I have a Intel i7 6700k Skylake 4 cores and 4 threads paired with an RTX 3070. But every time I play “Warzone” and “Black Ops Cold War” i can barley get 100 frames even on low settings. When I downloaded MSI afterburner it says that all my cores and threads were almost near 100% while my RTX 3070 usage was not even above 50%(note I have a 1080p monitor with 144hz). So to me this is clear that I just need a new cpu, I already plan on getting the latest gen AMD Ryzen 5 5600x but I could be wrong if i even need a new cpu. Is there anyone that can confirm that yes I do need a new cpu to solve this issue before I spend a good 500 ish bucks?

I would check to make sure that you're not thermal throttling, a 6700k is a little old nowadays but it's still a very high performance CPU and you shouldn't be bottlenecked too badly with a 3070.

is there anyway I can check this through msi afterburner and if this is happening is there a way to prevent this?

wow I didn’t even notice that. it would make sense too since before I had the 3070 I had a 1070 FTW and Warzone was running pretty smooth up until i upgraded my gpu. Task manager says there’s only 4 threads. Is the a common thing?
