The Thermaltake GF1, though it's very overpriced. Cheapest out of the three, and it's better than the Seasonic, though the PF1 is actually cheaper there than it is in the US.

Just a note, the PF1 ARGB are not quiet. Aris found that in the 1200W version which shares the same platform as the 850W version.

1200w has a fan with higher rpm, that why it's louder.

Well, they both (850 and 1200) have the same fans. Fan curves might be different but there is no way to tell.
