Just from the very little information to find about it and the age of that unit I'd say a hard no. I doubt that it would even be able to power the pc for long.

360W is pretty low; you might want to get something like a CX450 or CX550 instead.

FX and R9 is probably over 360w

It only has one 6 pin for graphics card and your R9 280 needs a 6 pin and 8 pin I guess. So no, it's not good for your build because it's missing connectors you need.

I'd recommend a new unit.  You could find one for $50 or $60 that works fine for this build.  A Corsair cx450 is cheap and I'm pretty sure is enough power, someone correct me if it's not.  The cx550 is only a few dollars more.

Okay I understand, but in given circumstances this is my only option. If I used this would my pc die or explode? It is afterall 80plus bronze certified

I don't actually have very bad experiences with these FSP OEM units. They're actually pretty decent power supplies, despite their cheap look.

 

The stickers tend to be honest as well on these. I'm pretty sure that can put out the exact 360W at 12V that it specifies. 

 

That being said, 360W is a bit low for the system you're trying to power, so it'd be best to get another one, but if you really can't, you could give this one a try. It's certainly not the dodgiest power supply, just a bit under spec and maybe a bit old.
