Looking for a good laptop in the sub $1k range for doing basic tasks exceptionally well

Not for gaming, more for the "power normie" who will watch video, use zoom all day, needs it to have a snappy user interface. Windows preferred.

 

So far I've found 2 models that seem alright. I don't know laptops or mobile tech very well at all though.

Out of those 2 I would go for the HP just because it has 16GB RAM, providing a little more longevity.
 

Lost of good Lenovo laptops around that price point.

The Ryzen CPU in this one is way better than either of the machines you listed, and probably better than anything else in it's price point.
