few things. 

#1. wait till you can find a 5600, you don't need eight cores for your workload.
#2 a b550 auros pro would be a lot cheaper and would still do the job just as well.
#3 don't pay that much for noctuas, they're not worth that much money, some arctic p12's would be so much cheaper, and do just as well.

Looking at your planned workload a 3600 will be fine, however you are going to have to wait for a while to grab a 3080 so if a 5600 comes in stock during that time (for around msrp) I would recommend picking it up over the 3600. As someone said above no need for the noctuas, p12s will do the job on a similar level for almost $20 cheaper. I also put in a better case and faster storage, you can add one more drive if you want more because there is loads of room left. Although no need to spend more than you need to for the sake of it.

Do you know if the b550 have a built in Bluetooth that comes with the board?

Also the 7 3700 is only 30 dollars more rather than 100 should I just go with that or is the 5600 better at that point?

the b550 Auros pro AC has wifi and bluetooth, the b550 auros pro does not.

It would still be better with your workload to get the 5600. even though the 3700 has more cores, you'll never use those cores and you'll benefit more from the clock speed.
