Ryzen 7 1700X throttling at 75C.

I've seen this problem around but im yet to find a fix for it.

 

My friend has a Ryzen 7 1700x and an MSI x370 motherboard. The cpu reaches a temp of 75c and then throttles wayyy back. I thought this is wierd because ryzen 7 max temp is 95? Any help would be appreciated. If you need more info let me know. (psu is 700w)

try doing a manual oc with ryzen master instead of pbo, it may be broken some how

The CPU itself my reach 75C, but the hottest part of the die is probably way higher than that and this is why it is throttling back. Recommend using HWiNFO64 as it will give you a break down on all of the temperatures. This is on my 3900X, but you get my point: 

 

Also first gen Ryzen don't really like heat. What CPU cooler are you using? Also that MXI x370 board, which one exactly would that be. X370 boards are usually not that great in the VRM department.
