My cpu cooler turns off when windows boots.

So I thought my cpu cooler was just broken because the fan wasn’t spinning when my cpu was at 80 degrees. I checked the fan curves in my bios and they’re fine. But now I’m noticing that sometimes my cpu cooler and my other fan will spin. But sometimes just one or the other. And sometimes neither will spin. Now after resetting my bios both my fans were spinning until I saw the spinning windows circle and now only my case fan is spinning. What could the problem be?

The CPU fan is connected to the proper CPU fan header, right?

Yes. And I tested on the sys fan header to see if it was the fan or mobo. Can still didn’t work. I tried another fan on the same spot and it worked.
