Rtx 3070 zotac stuttering issues

I just put in my new rtx 3070 zotac oc and it is has major stuttering and microstudering problems. Anyone know what is happening?

 

Specs:

3900x

Asus Rog X570 Crosshair VIII Hero (wifi)

64GB DDR4-3600 

3070 zotac twin fan oc

Corsair 850i psu
