New PC stuttering in games

I have a new build that stutters and has horrible FPS drops in games. The main culprit is COD Warzone. I have a brand new install of Windows, all new updated drivers/BIOS update. The build consists of the following pieces.

I7 9700K

Cooler master 240mm AIO

MSI Z390-A Pro

16GB 3200mhz RAM

GTX 1080 FE

750W Corsair 80+ Bronze PSU

ASUS 144hz 1080P monitor

how does temperatures looks?

have you tried ddu?

use the in-game built in indicators for cpu and gpu time etc, we need more info

Temps never reach above 70 in gaming on the CPU, never above 75 on GPU, I have not tried ddu yet though. I will try that and get back here. As far as timing, I'm not sure, I will run it with in game and msi afterburner to see clock speeds. I do know the CPU hits 100% usage at times, which I'm sure is a big deal. My problem is WHY it hits 100%.

Okay, I ran DDU, no change. I also watched the timing while my son played COD. The CPU reached as high as 40 ms, and the latency reached as high as 100. I also ran a user benchmark and his CPU did well, but his GPU did poorly (12th percentile), and everything else did great. It's not the GPU though, he's using my GPU, and I swapped his with mine just to test it out.
