Texture flickering?, weird jitter when moving camera. please help

Hello.

I am having this problem for 2 months or more. When i play games/watch videos there's a flicker? on objects. See the video below to see what i mean.

My drivers are up to date but i also tried the oldest ones. Didn't work. Also tried 2 different graphics cards but the problem remains. My specs are:

NVIDIA Gigabyte GeForce GTX 1660/ ASUS GTX 650Ti

RAM

HyperX 8 GB 2 933 MHz DDR4 CL15 Predator RGB

Operating System

AMI 1.10 (should be latest)
