Is the RAM-speed affected by the CPU?

Games, programs or workloads that it will be used for: LOL, Rainbow, etc.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

Ryzen 5 3600, Corsair Venegeance Pro 3600 Mhz (32 or 16 GB?), ASRock B550M Pro4, Thermaltake 20 VT, a 500W power supply (any suggestions?), Kinston A2000 500Gb,Inter-Tech Argus RS-141(RGB Fans), Graphics card will be added when they are cheaper but once again, any suggestions?

Ryzen 3600 supports 3600Mhz memory. For the games you will be playing anything above 16GB is overkill unless you have work that uses more like videoediting. Looks good to me but personally I might buy a a bit stronger power supply. Like maybe 650W or 750W because if you plan on getting like a RTX 3060 you need a 600W PSU and preferably something a bit stronger.

I know this link is german but the website is telling me that it doesnt support 3600mhz.
