Velocity envelope not working correctly in sony vegas 13

So i wanted to freeze part of video

with the velocity envelope. But it's really annoying.

When i freeze the frame a set the velocity to -100%

and press play it completely ignores its and continues playing..

it like rewinded to a part of the video that already happened,

instead of just "going on".

it was working before but for some reason it's just

glitching. Please help me
