CPU Fan not spinning up on boot.

Hello,

I just built (upgraded an old prebuilt) my first pc. I kept using my old case and gpu.

SPECS:

Mobo: Asus Tuf X570 plus wifi

cpu: Ryzen 5 3600

cooler: stock Wraith Stealth

gpu: RX 580

Memory: Corsair Vengeance 2x8Gb DDR4 3200 MHz

Storage: WD Black SN750 (500Gb)

PSU: Corsair CX 650M

BIOS VER: 2802

What is happening is when I boot, it goes to BIOS immediately. My chassis fan 2 spins up, which is the fan that came with my old case. My Cpu fan does not spin up, instead it rotates about a quarter rotation and stops, then a second or two later does it again. It also is not listed in the BIOS, my chassis fan is however. As are all my other components. Any advice will be appreciated, thank you.

If needed I can post a video of the fan.

Edit: So per a user on reddit, who thought the cooler must be damaged. I took my old stock cooler from my prebuilt and connected it to the cpu fan header, and it spun up no immediately. So I have contacted amd for a replacement. If they don’t give me one, I guess I’ll be looking at some 3rd party coolers.
