A friend of mine is in need of a new GPU so I want to gift him my GTX 1070, is there any chance of getting a 3070 FE in Germany if I use Discord bots?

Long story short is there any chance of getting a RTX 3070 for lets say 600€ max outside of the US somehow? I looked at Discord notification bots but most if not all are seemingly US-based. Is there anything I can do that's focused on Europe?
