is it possible to use 5700xt on pcie *16 gen2, and is there any tool to check which pcie gen one motherboad have???

Yes, but it may require UEFI boot support, which I'm not sure whether a system that old has.

I found this on a dell spec sheet (https://www.dell.com/downloads/global/products/precn/Dell_Precision_T7500_Spec_Sheet_en.pdf

And the card will also needs to fit physically, and the psu will need to give enough watts, i also don't know if the spec sheet that I found is your exact system.
