How to tell of a PSU/Motherboard works

I'm currently doing a build for a friend with a Thermaltake 500w and a B450M-A and the fans won't seem to run. I don't have the cpu/graphics card yet but it's my understanding that the fans should at the very least run. The 24 pin is connected as well as the case fans and neither the PSU fans or the case are moving, there is no physical indication of power. Does the CPU have to be installed for any of it to work?
