New cpu trouble - fans spin but nothing else

I just installed a ryzen 7 3700 x and when I boot up my computer the fans turn on but nothing else however if I use my ryzen 1300 then it boots up like normal how am I supposed to use my new ryzen processor

Did you update the BIOS before hand?

Update to BIOS P5.90 or later.

Yeah, the BIOS is the problem. You need to update the bios to p5.90 or later
