My laptop has gpu-z perfcap reason pwr after my laptop has shutdown itself (running out of battery). Then my gpu clock is running 135MHz under load(plugged in and full charge). I have tried disable and enable the gpu already, reinstall driver still didn't work. Thankyou in advance.

PWR limit is the TDP limit set by the vBIOS or the driver. You might be able to increase it with MSI Afterburner.

As far as I’m aware it’s just the gpu hitting its powercap.  This is set by the manufacturer, and adjusting the power in msi afterburner still operates within this limit so that won’t change you hitting that.
