Is my PSU borked?

So, a few days ago, my PC stopped turning on. I did some troubleshooting and sus'd the mobo. New one doesn't work either, no power at all. Paperclip test worked and voltages seem OK, mobo is brand new, what else could it be? Idgnsjlgn
