R9 290 Mining and performance Troubles

My R9 290 was mining fine at 812 KH/s, but after eating breakfast, I checked, and it was mining at 14KH/S.

 

Then, I just restarted my computer, but it still mined at 14KH/S. I closed CGMiner and then opened Uningine. It was running at 15-20FPS. I used to be able to run at 60FPS. I opened GPU-Z, and realized that my mems are always at 150MHz regardless of the situation, and the core was always at 947MHz Regardless of what's happening, and the card is always at 90 Degrees. Is this a Driver issue? If my card Faulty? If so, I could RMA it.

Also, I am running Catalyst 14.3

I'd uninstall your drivers, restart the machine and re-install them.

Seems like a driver issued bug.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Yeh probably the drivers are to blame, if not than use different PCI-E slot, not many reasons as to why this would happen.
