PC boots normal when shutdown but doesn't if restarted

I wonder what's causing this issue. My PC starts normal if it comes from fully turned off. But if I restart my PC, it won't boot. I don't understand why. Can anyone give me ideas?

 

Here are some details about my system:

Asus TUF X570 Plus

Ryzen 5 3600 (OC to 4.2GHz)

Sapphire Nitro Rx 5700xt (stock)

2x8GB 3200MHz Tforce (DOCP)

512GB Patriot Scorche m.2 NVME (windows)

1TB Samsung 860 QVO (games)

I don't think it will do anything, but maybe try clearing CMOS and seeing if it still does that. Usually this is a BIOS issue, so try updating the BIOS and clearing CMOS. Also try with no OCs enabled. Worst case scenario it's a windows issue, in which case I'd just live with it. I had a couple systems that did that, and it ended up being a bad BIOS.

Update BIOS. If still persist after update, try disabling DOCP to see if it still happens. If it dosen't then manually set memory settings according to XMP/DOCP

Asus Dual GTX 1060 3GB. Used maximum 4 months total. Looks like new. Card never opened. Give me a price.

I already have the latest BIOS for my motherboard. And I have found that it only happens if I manually overclock my cpu. But I'm wondering why this unusual behavior?
