I'm thinking about upgrading from my crappy laptop

I know this is wayyyy wayyyy far away for a good pc but could a core i5-4570 Intel HD Graphics 4600 and 16gb of ddr3 ram do *ok* lite gaming? And if you know good cheap gpu for this is like to know please!

The i5 4570 isn't too bad given its age, but you would benefit a lot by adding a graphics card to that system if you're planning on doing any gaming.

CPU: Intel i7 6700k  | Motherboard: Gigabyte Z170x Gaming 5 | RAM: 2x16GB 3000MHz Corsair Vengeance LPX | GPU: Gigabyte Aorus GTX 1080ti | PSU: Corsair RM750x (2018) | Case: BeQuiet SilentBase 800 | Cooler: Arctic Freezer 34 eSports | SSD: Samsung 970 Evo 500GB + Samsung 840 500GB + Crucial MX500 2TB | Monitor: Acer Predator XB271HU + Samsung BX2450

i still uses an i5 6600 for games, and 4570 isnt too far off

i would say it's an okay experience, still gets 60fps (albeit not that stable, cpu bottleneck ofc) in games i play (monster hunter world mostly, notoriously cpu heavy)

-sigh- feeling like I'm being too negative lately

Have a look at what used cards you can find locally. See if any friends have old graphics cards they're no longer using they can sell you.

Avoid places like eBay as most of their cheap cards are scams.

Esports stuff set to the lowest and 720p would probably run. Don't expect much over 30fps though.

I used to run an hd4600 on a slightly different cpu (i7-4785t). You obviously won't be able to play most games. The only currently relevant  games that I can recall that were okay-ish on it were Roblox-most games at least- on ~2 graphics, CS:GO on minimum settings 1080p/720p, and minecraft at nearly minimum settings at ~60fps, but it can be optimized with optifine or something. I guess it just depends on what you're doing.

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.
