Need help with liquid cooling design

Hi I been trying to make my water cooling loop more cooler and I been thinking a adding a water chiller to the loop I’m not trying to go blow zero or too low of temp due to condensation I’m trying to have it between 20°C to 30°C I was thinking of adding a aquarium chiller to the loop or make a DIY Peltier water chiller but I’m not sure if they can get rid of the heat under heavy load so I was thinking adding a radiator with fans to get rid of most of heat and from radiator to water chiller to cool down the water even more and then to the loop.
 

or no radiator with fans and just from a chiller to a small tank of water and put the radiator in that tank and cool it with chilled water being provided by water chiller.

and adding a temperature controller so if the pc water loop temperature drops below desired temperature and there be a risk condensation the temperature controller cuts the power to chiller till water temp goes up again. 
do you guys think it would work or it’s going to be waist of time ?
