low gpu usage and high cpu usage in fortnite and Rainbow Sixseige

I Have a problem my gpu is almost brand new i built it in the chrimas of 2020 once i got my computer up and running it worked fine for a about 3 weeks then all of the sudden right after driver version 461.09 came out it auto updated my pc drivers and my fps has been terrible on all low settings i get about 20- 40 fps 

My specs are 

i710900k

gtx 1650

16 gigs ddr4 3200 

ASUS prime z490-a

1. common mistake: did you plug in your monitor to the gpu?

2. is your resolution set corectly? Lower rez is usually the cause for high CPU usage

3. have you tried reverting back to the old drivers? I had to do that when mid game I would get a blue screen (GT920m) it happens even with nVidia cards
