Depends on what the game is and if it's already performing as you would expect, a 2D game would not stress out an RX 480 to the extent of a 3D game would, or if the game is really old and you have VSYNC on or you're running into a CPU bottleneck, you haven't mentioned your system specs or nearly any details to answer your question properly

Is this an ex mining gpu? Maybe it has a custom mining bios thar limits power draw?

Check to make sure it is not thermal throttling. Is it a blower (reference) style card or aftermarket? The paste on that card is 4-5 years old and needs to be replaced. Had a MSI RX 480 reference card and the heatsink stuck to the GPU die, paste was dried out.

It’s not throttling and when I run bench marks it’s runs at full TDP but when I play games it only sits at 50 watts

And it’s a Dual fan card

I have a Sapphire Nitro+ card, and when I play DX9 games, it generally draws about 50-60W while maintaining a constant 144fps to match my monitor's 144 refresh rate. But when I play a more modern game (DX11/DX12) I'd notice that it would kick into gear and draw >250W. Also, ensure Radeon Chill is disabled as I've heard saves power by limiting framerate and such.

What games are you running? it seems to me that you have a CPU bottleneck which prevents the GPU from being used to 100%, that's why it's only at 50W.

That FX 770K CPU is ancient and is not up to handle an RX 480 by any means.

Aw shoot, how did I miss this? FX 770K is weaker than an FX6300, it looks like Apex has a point, this could be a factor as to why your RX 480 is 'breathing' as it should.

mostly gta 5 and rocket league but i noticed in rocket league it uses 100% gpu and sits at around 100 watts = 135 fps but gta it only sits at 40% usage and my CPU SITS AT 80 usage= 20 fps
