Do Pis even run hot enough for active cooling?

The newer ones definitely can if you're pushing them quite hard.

if you overclock them or don't have any airflow over them it gets pretty toasty

Ya but water cooling is a bit overkill. My friend has 4 overclocked Pis in like this diy cabinet that we made and we just have heatsinks on the pis with 2 noctua fans mounted on either side of the cabinet and none of them overheat.
