Gigabyte H310M S2H 2.0 + i5-9400F not booting

I have a Gigabyte H310M S2H 2.0 + i5-9400F combo that wont boot 

in reference to 

I have the same error but since i have a 9400F i added a 1070 onto it but it still doesn't boot any ideas on how to get it to work?

Install an 8000 series chip and update the bios to F11.
