cpu fan stuck at 100%

Hey guys im having a problem my cpu fan is pinned at 100% and when im trying to change anything in bios or speedfan the whole pc becomes unresponsive and sometimes crashes what could be the cause ? 

Im running pretty old hardware but its enough for my needs and especially for my budget 

Motherboard: asus p5e vm do 

Cpu: c2q q8300 

6gb of ram

Likely you are thermal throttling - have you opened the case?  Cleaned the heat sink?  Very likely you need to do those things and then repaste the CPU with a good TIM - I personally love Thermal Grizzly Kryonaut but for the average users needs, MX-4 is just fine (or others like it)

in hwmonitor and msi afterburner im having ~40 idle on stock cooler and max 65 under load so i dont think thats the reason

bios is saying that my cpu is at -0.5C and 65535 fan speed so i suppose something with the mobo ?

it doesnt crash when under load only when i want to adjust the cpu fan
