That's a local IP behind NAT. There's no way for us connect to it from outside your network. 

 

That said, I wouldn't advise posting your public IP that would be required on a public forum.

Do some research on how this works first.

192.168.3.1 is still a private IP. 192.180.148.80 is reachable.

 

I don't have Minecraft installed, but for what it's worth, TCP over 25565 works so should be able to connect. 

 

ComputerName     : 192.180.148.80
RemoteAddress    : 192.180.148.80
RemotePort       : 25565
InterfaceAlias   : Ethernet
TcpTestSucceeded : True

Buy a domain and add ut to your server, IT is not smart to give your IP to many peoples.

my friends are 4 hours behind my time zone i i needed help testing ip's it works now so i dont need any more help

ITS A PRIVATE SERVER I DONT NEED A CUSTOM IP ITS FOR ME AND MY FRIENDS
