Is my 3070 dead?

I've just built a PC, but when I was to turn it on for the first time it didn't boot. Q-led turned on and indicated a vga problem even though the gpu lit up, so I tried everything, reseating every part, checkin cables, reseting cmos, etc.

 

The only thing that worked was using another gpu, I tested with a 950 and a 1660 super and was able to post, instal windows and update Nvidia drivers. Then I tried my 3070 again and there was no video. I am unable to test my 3070 in another build, but since two other gpu worked is it safe to assume the 3070 is DOA? Some people mentioned I need a bigger PSU, that the 3000 series have aggressive spike, even if they have, 650w should have been enough to game and at least boot, right?

3070 with txm 650w should be fine. could be that the card is dead.

Does the GPU spin up the fans when switching on?

 

 

But yea even if you have power issues you should get into bios.

Should really only start mattering when you load the GPU.

Fans didn't spin up, and didn't get to bios.

Well unless you have a straight up dead PSU rail which is very rare.

Looks like the GPU is dead......

 

I guess you are running the latest BIOS if you are on an AMD 5600.....

Although AMD bios is currently unstable. Never heard of it blocking a GPU.

There are many strange issues with storage currently. As AMD is changing a lot of stuff in their BIOS.

Are you using riser cable in your build?

 

if so try setting it to 3.0 not 4.0

It is mnotherboard's bios, not AMDs. AMD does not update bioses. board makers do. it is their fault.

OK let me qlarify.

AMD is right now implementing many changes in the closed bit of the bios they ship to the board makers.

You know the factory bit every board maker has to implement that has proprietary code in it.

so it's not the board or cpu because it boots with another gpu... 

what's left is the 3070 or the psu, or maybe the "wrong" cables as 3xxx series seems really finicky...

Are the powerplugs properly inserted?

 

My 3070 boots fine from 550W psu.

 

make sure the 6+2+6+2 powerpins (16 in total) are properly inserted.

 

My asus 3070 has two red leds, one per 8pins, that light up if there is a powerissue. You should see no red lights near the powerplugs light up.

The cables were properly inserted. It's actually great to hear that you can boot with a 550w psu, I was pretty confident with a 650w, but for some reason a lot of people were pointing out that I needed a bigger psu, even if I needed one, it should have been fine for it to boot

There are so many people posting random information on this thread it's absurd.

An "insufficient" PSU won't stop you from booting.  It will just make your PSU shut off at load (OCP/overload protection) or black screen/crash at load (too low 12v, etc).

Clearly your cables work fine since they work with your other video cards (yet people here are saying there's something wrong with the cables).

 

The fact that you can't even enter BIOS and the GPU fans don't spin AT ALL means the card is completely dead.  RMA it.  The fans are supposed to spin when POST'ing.  These things happen.  You need to do the obvious stuff here before listening to people having you throw money at the problem like you're some rich person or something.  You covered your bases by checking and having a spare video card handy.  And your motherboard is modern enough to show that it isn't a motherboard compatibility issue at all.

UPDATE:

 

I did a RMA, got the 3070 and it booted! Thanks to everyone that tried to help!

If you are reading and facing a similar situation, if you PSU is 650w, it's probably fine
