FRAME RATE CAPPED at 59FPS across all titles

I have 144hz monitor and my games won't go past 59 fps. I installed new drivers and  Call of Duty Cold war had this problem then rolled back the issue persists. I already checked monitor settings, disabled windows game mode and unistalled CODCW. Any help would be great. No games will go past 59fps.

 

Comp Specs:

7700k

GTX 1080

msi z270 sli plus motherboard

16gb ram( 2x8gb) at 2133hz

Probably still set to 60hz in Nvidia control panel. Change that to 144.

Also make sure in games that the games are set to 144Hz if you run them fullscreen.

I had it off. Turned it back on no difference

I have a tv attatched via hdmi where as monitor is display port

It's per the monitors specs. Some monitors only do 144hz over DP and not HDMI.
