Air flow? Low Noise? Longevity? Aesthetics?

Noctua takes the crown in almost all these metrics... unless you are talking about aesthetics. Then Noctua loses to pretty much everyone, lol.

Neither. Look for some noctua fans at that price or a bit higher.

I will recommend an NHu12s (or an NHd15 (maybe)) for your PC build. Quote or @ me @Prodigy_Smit for me to see your replies.

I would suggest either the Gentle Typhoon AP-15/53 (1850rpm) or the Arctic P12 PWM
