100% CPU Utilization (i7 8700k) with Death Stranding and Cyberpunk 2077, causing stutters and low FPS.

Hey guys, I'm having a problem with high CPU utilization with i7 8700k when running games. Very noticeably, Death Stranding and Cyberpunk 2077 always takes CPU utilization to 100%, meaning if I don't have any other programs open, the system idle would take about 10-15% and these games would take ~85% utilization.

 

System specs:

  • i7 8700k
  • NVIDIA 2080 Super
  • 16 GB RAM DDR4 3200
  • M.2 SSD

 

Stats when running Cyberpunk 2077:

  • 40-50 FPS constant on high graphics settings in 1440p
  • Max CPU utilization
  • CPU temperature around 75-85 degree Celsius
  • GPU temperature around ~70 degree Celsius

 

Same applies to other games too. For less demanding games like Phasmophobia, it utilizes 20-25% of my CPU where it only utilizes 5% CPU on my girlfriend's system (Ryzen 7 3800x).

 

I've tried the following fixes:

  • Making sure the system power plan is set to max performance
  • Disabling integrated GPU in device manager
  • Updating all drivers
  • Clean the PC case and reapply thermal paste

 

Please let me know if I'm missing anything, I'm very close to just say screw it and buy a new CPU. Any help is appreciated, thanks!

What is your GPU utilization? Having high CPU utilization isn't necessarily a bad thing, it could be a good thing. If the GPU utilization is also high that means you have a balanced system and are utilizing all or most of the available performance. If the GPU utilization is low however, that means you have a bottleneck and should either tweek the settings to put more load on the graphics card, or upgrade to a better CPU.

While not a fix, this should help CPU usages a little bit.
Lowering PEDS to LOW from HIGH still has plenty of NPC's walking around.

Intel cpu odd. With a 360mm aio, even more odd. Good mobo but not that good cpu. Everyopne makes odd combos liek you or like I. Anyway 4790k with 2080ti is not the worst at 1440p or 4k

I googled to see if anyone was having my issue.  Interestingly here are my specs:

 

8700k @ 5ghz

2080ti

32 gb ram

m.2 ssm

 

my settings are mostly high, certain specific things medium or low, rtx medium and dlss balanced

I average 70-85 fps. But what kills it for me is the stuttering, seems to occur going in and out of menus, scanning, and maybe viewing/picking up items.  opening and closing menu will fix it immediately or else it will last for 5-10 seconds and correct itself.  I've tried turning down/off all settings and it makes no difference.

Neither the cpu or gpu temps go over 62C.

*edit* Also my friend has an 8700 (not k) with a 2080ti and he doesn't experience any issue.  I'm about to try turning off the overclocking but it has been fine for everything I've played for a couple years.

Well turning down the OC didn't help.  is it possible it's just an 8700k issue?

is gsync or vsync on, turn them both off.
