RTX2060 spiking in 3D usage

Hi guys,
I'm new here so I don't know if there's a place that this would better fit, please let me know, but I'm getting issues with my ASUS TUF Gaming GeForce RTX 2060 OC Edition 6GB GDDR6 VR Ready HDMI 2.0b DP 1.4 Auto Extreme Graphics Card (TUF-RTX2060-O6G-GAMING) when i play games. It will spike in 3D usage although the rest of the card isn't halfway used and it will make my pc stutter whenever it hits 100%. I have updated my windows 10 and my drivers and it doesn't seem to fix it. I'm clueless as to what it could be and I'd like to hear from you guys.
