I really need help my pc is stuttering like crazy all of a sudden

hey all, 

recently my computer started having a seizure and stuttering all the time, video attached of an example (taken on phone) I have no idea why this has happened my gpu drivers are up to date same with windows. this problem occurs randomly in all applications even when on the desktop screen moving my mouse with stutter. 

my rig;

AMD Ryzen 5 3600 6 Core (with stock cooler)
Gigabyte Radeon RX 5600 XT Gaming 6G OC (connected to a riser cable)
Gigabyte B450 Aorus Elite AM4 ATX 
Kingston HyperX 16GB (2x8GB) HX432C16FB3AK2/16 Fury RGB 3200MHz DDR4 RAM (was running at 2400mhz cause I forgot to enable XMP ?possible cause?)

Corsair 750W RM750x 80+ Gold Modular Power Supply (recently put in due to pervious different manufacture psu died at 4months old)

running the free windows 10 on a 1tb m.2 nvme ssd

what temps? At how much % usage are they in task manager?
