New PC stuck at start-up Asus screen?

Built my new PC and everything lights up and spinning*, however the PC is stuck at the start-up ASUS screen where it says 'Press Del or F2 to enter BIOS'.

(Not mine as mine is ASUS Rog but similar.)

I have tried to rapidly press/hold Del or F2 but just remains at that ASUS screen and won't enter the BIOS. - Also strange I didn't get the American Megatrends screen?

*also another issue I found is my 3 front intake PWM fans are plugged into the on-case fan controller in PWM 4-pin header but are the only fans not spinning. I know the fan controller is fan since my rear exhaust fan is plugged into a non-PWM 3-pin header on the same controller and the fan is spinning.
