650W PSU enough for 3070/3080?

For a 3070 probably yes. But i tried a 3080 and 3700X on a very good Corsair RMx 650W and the PSU was really ruinning at it's limit. Even to the point where the fan was so loud that i switched it out to a 850W one so it's quiet again.

 

So basically i wouldn't recommend to get a 3080 with this PSU. 3070 is probably fine though.

I have a friend who currently has a 3600 and a 2060, and he wants to upgrade to a 3070/3080.  He currently has a Cooler Master MWE Gold 650W power supply(iirc it's tier B). Will it be enough for a 3070/3080?

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

yeah a minimum of an rm750x
