Download problems via web browsers

Hi, i've had this problem randomly pop up with each and single download "error anti virus scan" i've looked up everything I could even followed microsoft's advice nothing can change it, I just can't download anything from web browsers. Only idea that I have that remains is to format my entire HDD to get a clean windows and hopefully it'll fix the error even tho I highly doubt it. If anyone can think of better than that I'd gladly accept
