Help with line follower robot, optical sensor not detecting the line

I am building an analogic follower-line robot (no arduino) using a comparator (LM393), transistors (2N2222), two optical sensors (CNY70), two DC motors among other things. The idea is that when the sensor detects a black line both motors are running until there's no black line then one motor turns off to make a curve movement.

 

I attached a diagram how components are connected on a breadboard, it only shows the connections for 1 motor but it's the same thing on the other side.

The problem is the optical sensors don't detect the line, the motor is turned off no matter what, I measured the voltage where the motor should go and indeed is 0 V.

What can I do?

Is the diagram even correct?

How do I measure it? on which terminals?

I'd measure it at the input to the op amp against ground.
