if that is the elite cappelix, download corsair icue, and control pump speed as you wish, until it is tailored to your liking, the advantages of corsair

well, it will still have a noise, it can't just be silent, even a noctua fan on 1 rpm will have a very low noise, since it is moving. So if you close the case it will not be audible, and your sticking the mic right into it, that'll be much louder and impractical

The fans are off i isolated that as a variable

Yes very audible when browsing wearing headphones not sure but I doubt it and the chipset fan is off

well, you have it at quiet mode on icue? try setting it manually for now

well, I feel like it is normal, just keep your headsets on, and maybe, as long as they aren't open ear, will block the noise

On my last aio kraken x62 it was never this loud it made a similar noise but just so much quieter and i could not hear it on the silent mode

Yes it’s normal. As a bonus since it’s Corsair it will get louder over time 👌🏻

You did not post an image with the entire setup. 

If installed incorrectly you will get more noise than normal and also wear the pump faster . 

I draw you how is a correct instal of aio . Been tested and explain by GN, how AIO works and correct way to install.
