blurriness/lack of sharp images?

Hello, I have a laptop with intel hd630 graphics and a GTX 1650 and I use the intel graphics for everything besides gaming and I realized some software programs like this apple update and solidworks photoview 360 are not sharp like they are not using the full resolution of my display which is a 1080p ips and almost look blurry. The programs look normal and sharp on my desktop which is running an RTX 3080 with a 1440p monitor. Is this lack of sharpness a graphics card issue or software issue?

The Apple Update software for Windows is super out dated, and that's just poor programming it looks the same on my screen.
