Win 10 Startup Apps not on Settings/Task Manager

I have forgotten how to disable a f#cking app that does not show up on Settings or Task Manager on the Startup page/tab on Win 10. 

Instructions for frustration management:  

1) Sit at desk.   2) Repeatedly slam forehead against desk.

 

I never said I was smart, just smart enough to be dangerous.

 

CPU: Intel i5 4690k @ 4.6   Motherboard: Asrock Fat1ity Z97X Killer  RAM: Kingston HyperX 4x4gb  Storage: Crucial 1tb M.2

To my knowledge, its a known issue with just how it's made, it's seen as a signed driver and acts as such

It has the option to not startup during long in in the settings.
